Gamtal rates: what land inside the village itself is worth

Gamtal is the built up core of a village, the part where the houses and shops already stand, as opposed to the farm land around it. Gujarat prices it under a separate heading in a separate rate book, and the figures are several times the farm land rate for the same village. If somebody offers you a plot in the village rather than in the fields, this is the number that governs it.

Across the Dholera villages the gamtal rate runs from INR 120 to INR 350 per square metre for a home and INR 200 to INR 520 for a shop. The middle farm land rate in the same region is INR 113 per square metre, so village core land is worth roughly two to three times the fields around it in this book. Twenty one of the 22 villages carry a gamtal rate; Sodhi has no page in the book at all.

Before you use any figure here

Every rate here comes from one rate book, headed ASR - 2011 Final, which has been in force since 18 April 2011. These are 2011 figures. A revision was proposed later and then held back after objections, and we hold no government document for it, so we print no figure for it. Check the rate in force today with the Gujarat Revenue Department before you sign anything, and never read a 2011 figure as a 2026 market price.

  • Gamtal rates are printed for the whole village core rather than for a list of survey numbers, which is why no survey numbers appear against them.
  • The farm land column is the median of the agricultural lines for the same village and is † ours. It comes from the agricultural rate book, a separate volume, and is shown only for scale.
  • Sodhi has no page in either rate book, so it has no gamtal rate here and nothing is substituted for it.
  • This is the minimum value stamp duty is charged on. It is a tax floor set by the state, not the price a plot changes hands at, and not a valuation of anybody's land.

What gamtal is, in plain words

A gamtal rate covers the settlement, not the fields, and never both.

Every revenue village in Gujarat has a gamtal, the piece of land the settlement itself stands on. It has been built on for generations, it is not farm land, and it does not need to be converted before somebody builds there. That is why the rate book gives it its own line and its own, higher, figure.

Two things follow, and both matter to a buyer. A gamtal rate does not apply to the fields outside the village core, however close they are, so quoting a gamtal figure for farm land inflates it several times over. And a gamtal rate is not the rate for land that has been converted out of farming somewhere else in the village: that is a different class again, priced higher still on the non-farm page.

The book prints one gamtal rate per village for homes and one for shops. There are no survey numbers on those lines because the rate covers the core as a whole.
