Road frontage, and what it is actually worth

Does land on the highway carry a higher official rate?

Sellers lean hard on road frontage, and the rate book does too: it sorts every piece of farm land into one of three classes depending on the road it touches. Ordinary land, land on a district road, and land on a national or state highway. This page shows what that classing is worth in the Dholera villages, and where the pattern does not hold.

The question this page answersIs land on a highway rated higher than ordinary land in the Dholera villages?

At the top end, yes. The highest rated line on a national or state highway in the Dholera villages is INR 338 per square metre against INR 328 for ordinary land, and the middle highway line sits at INR 133 against INR 110 for ordinary land. District roads do not follow the pattern at all: their middle line is INR 90, which is below ordinary land, because the villages that happen to have district road frontage are cheaper villages to begin with.

Before you use any figure here

Every rate here comes from one rate book, headed ASR - 2011 Final, which has been in force since 18 April 2011. These are 2011 figures. A revision was proposed later and then held back after objections, and we hold no government document for it, so we print no figure for it. Check the rate in force today with the Gujarat Revenue Department before you sign anything, and never read a 2011 figure as a 2026 market price.

  • The road column has no printed heading anywhere in the rate book. The three classes are the book's, written in Gujarati inside the cells; the column name is ours. That is disclosed here rather than hidden, and the Gujarati is reproduced on the terms page.
  • Counts are printed lines, not plots. One line can cover twenty survey numbers.
  • Figures marked † were worked out by us from the printed lines. They are not printed in the rate book itself, and the arithmetic is named next to each one.

Why the district road figure comes out low

A real effect can vanish when you pool villages that are not comparable. Here is what is happening underneath the table.

It looks wrong at first. Frontage on a district road should be worth more than land with no frontage, and inside any single village it usually is. The figure comes out low because these groups are not made of the same villages.

Only 96 of the 853 Dholera lines are district road lines, and they are concentrated in villages whose rates are low across the board. Ordinary land in a dear village outprices district road land in a cheap one, so pooling all 22 villages hides the effect rather than showing it. This is what happens whenever you average across places instead of comparing within one, and it is the reason this register keeps the village level pages: your answer lives in your own village, not in the regional average.

Compare inside one village instead. Dholera village and Kadipur both carry highway lines and ordinary lines, and there the highway lines sit higher.
