What the Activation Area land was officially rated at
The Activation Area is the 22.54 square kilometre first phase of Dholera, the part with roads and services already built, and it is where almost every plot advertised as Dholera actually sits. It is not a village. It is a slice cut out of four villages: Bhimtalav, Dholera, Mundi and Rahatalav. This page gives the government's recorded land value for those four, which is the closest an official document gets to pricing the Activation Area.
The question this page answersWhat is the official government land rate in Dholera's Activation Area?
No document prices the Activation Area as such. What exists is the rate book's figures for the four villages it is cut from, which run from INR 43 to INR 210 per square metre across 244 printed lines. That is distinctly above the rest of the region, where the middle line sits at INR 103 against INR 160 here. Read these as village figures, because only part of each village lies inside the scheme.
Every rate here comes from one rate book, headed ASR - 2011 Final, which has been in force since 18 April 2011. These are 2011 figures. A revision was proposed later and then held back after objections, and we hold no government document for it, so we print no figure for it. Check the rate in force today with the Gujarat Revenue Department before you sign anything, and never read a 2011 figure as a 2026 market price.

Why nobody can give you an Activation Area rate
A boundary runs through each of these four villages, and no source we hold says where.
Both town planning scheme maps for the first phase, schemes 2A and 4A, label these four as part villages. That word is doing real work. It means a boundary runs through each village and only the land on one side of it belongs to the scheme.
Nothing in the documents behind this site says where that line falls in terms of area, or how many hectares of Mundi or Rahatalav sit inside it. Without that, no honest figure can be given for the Activation Area on its own, and we do not manufacture one by averaging four villages and calling the result a first phase rate.
What you can do instead is read the village pages and then find the line covering your own survey number, which is the only level at which this book gives a definite answer: Dholera, Mundi, Rahatalav and Bhimtalav.
